What are submittals in construction? A working guide

The short answer

A submittal is the paperwork that proves what you intend to install is what the specification asked for. It is the gate between "we won the job" and "the material is on order." Nothing of consequence gets fabricated or delivered until the design team has reviewed the submittal and returned it approved.

That is the whole idea. The complexity is in the volume.

Where the requirement comes from

Two places in the spec book, and you need both.

Section 01 33 00 — Submittal Procedures. This is the general condition: how many copies, in what format, through what portal, how long the architect has to review, what the stamp has to say, whether electronic submittals are accepted, and what happens on a resubmittal.

The PART 1 SUBMITTALS paragraph of each technical section. This is the actual list. Section 23 05 93 tells you it wants a testing-and-balancing agency qualification and a sample report form. Section 22 11 16 tells you it wants product data on every pipe, fitting, and valve, plus a schedule of pipe applications. If you build your submittal log from the drawings instead of from these paragraphs, you will miss items — and you will miss them in a way nobody catches until the engineer asks where they are.

The five types you will actually send

Product data. Manufacturer cut sheets and catalog literature. The single most common submittal type, and the one that generates the most rejections — usually because the sheet covers a family of twelve models and nobody marked which one is being submitted.

Shop drawings. Drawings prepared for this project specifically: duct fabrication layouts, pipe spools, structural steel connection details, electrical panel schedules and one-lines, millwork elevations. The distinguishing feature is that they show real dimensions in real conditions, not generic catalog geometry.

Samples. Physical pieces. Finish samples, color chips, brick and mortar panels, carpet, and — in some specs — full mockups built in place for approval before the work proceeds.

Quality assurance and certifications. Welder certifications, mill certificates, ASME and UL listings, test reports, seismic anchorage calculations, LEED and environmental documentation, installer qualification statements.

Closeout submittals. O&M manuals, warranties, spare-parts inventories, as-built record drawings, and training documentation. These get ignored for eighteen months and then hold up final payment.

Real examples, by division

  • 03 30 00 Cast-in-Place Concrete — concrete design mixes, reinforcing shop drawings and bar lists, admixture product data, curing compound data, batch tickets.
  • 05 12 00 Structural Steel — erection drawings, connection details with the engineer's calculations, mill certificates, welder certifications, high-strength bolt certifications.
  • 22 11 16 Domestic Water Piping — pipe and fitting product data, valve schedules, a pipe-application schedule, and lead-free certification for anything in the potable system.
  • 23 34 00 HVAC Fans — fan curves showing the scheduled operating point, sound power data by octave band, motor and drive data, vibration isolation details, AMCA certification.
  • 26 24 16 Panelboards — panel schedules, one-line diagrams, short-circuit and coordination study, AIC ratings, breaker data.
  • 08 71 00 Door Hardware — the hardware schedule keyed to the door schedule, keying schedule, product data on every item, and ADA operating-force documentation.

Two patterns run through all of these. First, most rejections are not about the wrong product; they are about a submittal that does not clearly show the reviewer the one specific thing being submitted. Second, the spec almost always demands a piece of evidence — a certification, a curve, a rating — that lives somewhere other than page one of the cut sheet.

The review cycle

  1. Prepare. The sub assembles the package: cover sheet, index, and the documentation for each item, marked to show exactly what is being submitted.
  2. GC review and stamp. The general contractor checks completeness, coordination with adjacent trades, and conformance with the contract, then stamps and transmits. This step is a real review, not a forwarding address.
  3. A/E review. Typically 14 calendar days. Returned with an action: Approved, Approved as Noted, Revise and Resubmit, or Rejected.
  4. Resubmit if required. Another full review period. This is where schedules go to die.
  5. Release. Only after an approving action does material get released for fabrication or purchase.

Add it up on a long-lead item. Two weeks to prepare, two weeks with the engineer, a "revise and resubmit," two more weeks, then a sixteen-week lead time on a piece of air-handling equipment. That is half a year, and five of those months were determined in the first thirty days of the job.

Where packages actually fail

  • Unmarked cut sheets. A sheet covering an entire product family with nothing indicating which model, which options, which finish.
  • Missing the evidence the spec named. The section required an AMCA seal, a lead-free certification, or a specific ASTM test report, and the package contains a general brochure instead.
  • Items nobody logged. The submittal was never on the log because the log was built from the drawings rather than the spec sections.
  • No coordination. The equipment fits, but not with the ductwork the other sub already got approved.
  • Deviations buried, not declared. A substitution the reviewer discovers on their own is a rejection. The same substitution called out plainly on the cover sheet, with the reason, is often approved as noted.

Making it faster

Most of this work is not judgment. Reading a spec section and extracting each required submittal is mechanical. Matching a cut sheet against the spec's stated criteria — flow, pressure, rating, material, listing — is mechanical. Building the log, tracking the ball-in-court, and generating transmittals is mechanical.

What is a submittal in construction?
A submittal is documentation a contractor sends to the design team to prove that the product, material, or assembly it intends to install matches what the specification requires. That clock is the reason submittals drive the schedule: a package that comes back 'revise and resubmit' twice has consumed roughly six weeks before a single piece of material has been ordered, on top of your own preparation and the supplier's lead time.
What is the difference between a submittal and a shop drawing?
A shop drawing is one kind of submittal, not a separate process. Product data is literature the manufacturer already publishes; a shop drawing is drawn specifically for your project — duct layouts, pipe spool sheets, structural steel details, panel schedules — showing dimensions and connections in the actual conditions of the building.
Who is responsible for submittals on a project?
The subcontractor or supplier prepares the submittal and is responsible for its accuracy. The general contractor reviews it first, stamps it, and confirms it is complete and coordinated with adjacent trades before transmitting it. The architect or engineer reviews it for conformance with the design intent and returns it with an action.
